Objectives
Master Unit is the practical materialisation of Rev. BABA’S great ideology-Atmamokshartham Jagat Hitaya ca (Subjective approach through objective adjustment). It is the implementiation of PROUT to create a conductive socio-economic environment for enabling human beings to attain the higher pursuits of life for which    they have come on the earth. It is to translate into action the spirit of  “Sarvajana Hitaya Sarvajana Sukhaya" (instead of Bahujana Hitaya Bahujana Sukhaya. i.e. the welfare for all and sundry leaving ' none instead of welfare for many not all) and provide each and everybody with the fruit of economic independence, i.e. economic democracy (Decentralised Economy).
With these ends in view, MU is to be built up as a model of ideal development and growth, thereby to be established finally as a self-sufficient unit (i.e. fully integrated and ecologically balanced socio-economic unit). Serving the surrounding area and pollution. This ideological nucleus (Master Unit) is to act as an inspirational as well as demonstration centre for the local village population fostering

Community development of sustainable nature

Though MU both short term and long term needs of the people will be fulfilled. At the first instance, all the requirements (economic, social, cultural, etc.) of the people within the MU project area shall be catered for. Then the same should be done for the people of surrounding villages, then blocks, semi towns, districts and so on.

Programme
On the basis of the above- mentioned objectives, the entire programme of MU may be broadly divided into three phases which may further be subdivided into several short term plans. The period of each phase-may vary form six months to one year depending upon the convenience, resource mobilisation and directives of the organizational authorities regarding the specific time frame. The programme includes multifarious terms befitting the all round progress.



First Phase

Second Phase
(Towards achieving self-sufficiency)
Following items may be included in 2nd phase
Intensive Agriculture:
Progressive farming-implementation of Rev. BABA's ideas of rotational crops, mixed crops multiple crops etc. to extract maximum benefits.

Cash crops: To select particular, item of Painca Krisi. Horticulture, etc, according to the suitability of land climate and availability of the water resources for intensive work and increased earning. For example:
Black Cotton Soil: Banana, Grapes, Oranges (citrus fruit), Cotton, etc.
Laterite Soil: Ground- nut, Cashew nut, Barries, Plums Guavas. Papaya, etc.
Sticky Soil: Mango, Black gram.
Major Rainfall area: Pineapples, Rubber, etc.
Colder Area: Apples, other suitable fruits, tomato, soyabeans.

Seriecultre: Mulberry or non-mulberry silt may be produced according to the suitability. It will be like worm-rearing, necessary plantation, spinning, etc.

Cottage industry or small scale industry or Agrico-industry and Agro industry according to the local possibilities and availability of raw materials like the following (One, Two, Three or so on may be taken up according to the capacity):

Water management scheme, i.e. (More than one sayar (Lake) Water reservoir etc. may be arranged in suitable area).

If hill stream, small water falls, rivulets, etc. are with in the hand or beside the land then check dams or small bandh, etc. may be constructed. For irrigation purpose, pump irrigation methods or lift irrigation system may be adopted. If area is big then small irrigation canals may be laid.

According to Rev. BABA's water management policy, we are to make maximum use of surface water and make most minimum use of under ground water through wells and deep bore wells, etc.
We should make further use of water in sayar, reservoir, etc. through the following:

Pisiculture

Slope cultivation-Just above the water level upto the plain surface portion with chilli, vegetables, asparagus, lemon grass, etc.
Water plants (with in the water) like lots, water lily, paniphal. (Puffed up seed of a kind of water plant, etc.
Surface plantation-As per direction
Boundary plantation surrounding the sayar (As per direction). The drinking water supply system having maintained above principles is also to be arranged for the facilities of all; of course, the main source of drinking water should be sayar, water reservoir, etc. Water from these sources may further be purified taking recourse to low cost filtration processes or other cheap methods.
6. Third Phase
Expansion of agriculture, industry, different commercial ventures, etc.

Upgradation and extension of education, welfare and medical services.


Advancement of community development schemes like Grain Bank. Cooperative Credit Bank, Cooperative Marketing Society to save the poors from the clutches of exploiters, intermediaries in under developing or developing countries.

To organise exhibition and fairs in our lands or in the vicinity to popularise our programme and products.

To develop ecological parks and beauty spots.

Protection of endangered species of terrestrial (land) and aqua animals in sanctuary portion.

Protecting endangered species of plants in sanctuary portion.


7. Demarkation of Plots And Arrangements Of Roads
There is a very scientific and useful method to plan out the entire activities as mentioned above in our master units. Demarkation of plots is to be done accordingly. The success of the MU Projects depends upon these to a great extent.
The administrative complex or the main complex should be situated on that portion of land where it is high, stony or not so useful for agricultural purposes. The said portion should preferably be near the approach road to the master unit. This will be the plot No-1. There will be office, school, hostel children's home, dispensary, etc. on this plot.

Plot No. 2. It shall be earmarked for industries (cottage, agro, agrico) commercial purposes. misc. activities like adult literacy centre, etc. It may be adjacent to the main complex or scattered on four sides of the land if the area is big. In the initial stage this plot may be used for agricultural purposes.


Plot No. 3. This Plot is for horticultural garden, which should be on either side of the main complex but not on frontal portion. There may be sub plots if the area of MU is big. And each sub plot may be earmarked for individual kind of fruit orchard like mango orchard, apple orchard etc. Otherwise, the entire plot should be used as mixed fruit orchard where good varieties of grafted fruit trees in limited number be planted.

Plot No. 4. This will be the sanctuary portion. It should be either at the backside of the-main complex or in one corner portion of the land. Different kinds of forest plants, tall tress having medicinal value or seedling plants should be planted here.


Plot No. 5. This shall be earmarked as agricultural activities (Painca Krishi) and the same shall be situated on the lower portion or plain portion of the land preferably near the water sources. This plot should be sub-divided into sub-plots like paddy, oil seeds, vegetables, etc. The vegetable plot should be adjacent to the permanent source of water.

Plot No. 6- This plot is for sayar or water reservoir.


Plot No. 7- This plot should he used for Seri cultural activities.

Plot No. 8- Dairy farm, compost pit, biogas, etc. may be on this plot.

There may be smaller plots for herbal compound, plant nursery, etc.

A small flower garden should be there in front of the main complex where permanent and seasonal flowers including decorating plants should be kept in a decent manner.
Roads—There will be an approach road from the public road upto the boundary of the MU at its nearest point. The road shall be named after its master unit. Another road will be there which shall be from one end of the approach road up to the entrance of the main complex (with in our MU land). There will be a circular road also along the outer boundary of our land (not crossing our jurisdiction). Several sub-roads will be there connecting different plots with the circular road at various points. There may also be sub-roads connecting different plots with the main complex. Except in the case of approach roads, other roads or sub-roads may be just sufficient for two persons to walk side by side. The width of the approach road may be more.

Name should be given to each plot, sub-plot, roads, sub-roads according to the system. An approval is to be secured from MU department for these names. Name plates and boards must be fixed on each building, plot and road.

Horticulture ,
The varieties of fruit plants, which will be planted in the horticultural portion should be carefully selected according to the following:
Easy growing plants as per the climate.
Plants suitable for rich growth and rich harvest as per the soil.
Plants, which will fulfil the commercial prospects to a certain extent.
Preference should be given to those plants which shall be helpful to run by the product units like canned or bottled fruit-juice, canned fruit pieces, etc.

Apart from the selected ones there should be some compulsory fruit plants in the horticultural garden. The list of such plants as mentioned below should be followed as far as practicable.
Mango
Jack fruit
Guava
Plum
Black berry
Papaya
Grapefruit
Cashew nut
Banana
Passion fruits
Mango slin
Fig -
Peach

Again to emphasise that all the fruits plants in the horticultural orchard must be best ones.
Grafted plants and they should also be of yielding varieties.

9.  AFORESTATION
 Sanctuary Plants
There shall be different kinds of tall growing trees including those of the local varieties in the sanctuary area. The prescribed types are like the following:
Forest plants
Medicinal plants
Flowering plants
Fruits plants *       .
Plants useful for log.

Apart from the above some compulsory plants should be in the sanctuary portion like the
following: Shishu (Dalbergia sissoo), Gamar (Gamelina arborea) Mehagini (Swietenia
mahagoni), Shirish (Albizza), Bakphul (Sesbenia grandiflora), Krishnachura (Plerocarpus
Indicus), Shall (Shoriea robusta), Nageshavar Champa (Mesua ferrea), Devadaru (Polyalthia
longifolia), Svet Jayanti (white Sesbenia bispinosa), Svet Chandan (Sandal Wood Santalum
album), Neem (Margosa azadirachita indica), Amlaki (Emblica officinalalis), Bahera
(Terminala bellerica), Drumstick (?), Arjuna (Terminala arjuna), Shishal (?), Gub
( Dryspyros pesegrsica), Pandanous(?), Samudhrik Jhan (Thuja Orientalis).

(Number of each type to be planted shall depend-upon the sanctuary area)

Time to time particularly before rainy season there should be pruning of branches so that the trees only grow upwards instead of spreading its branches beside.

Boundary Plants
There should be two types of boundary plants. One along with the boundary wall, fencing or line of the outer boundary around the entire land and another along the boundary walls of different building complexes or plots. In both the cases the boundary plants may be grown even if the wall have not been erected by giving individual protection around a particular plant. Some directions:
Plant around the outer boundary: main plant shall be two useful forest trees, one fruit tree, one medicinal tree like Drumstick, etc. one tall growing flower tree, like Magnolia Grandi Flower, one Svet Chandan, one tall growing decorative tree like Devadura, one Arjuna. Then again two forest trees, one fruit tree and son on.
There should be sufficient gap between these main plants. There shall be intermittent plant (not tall) in the gap between two main plants like Mulberry, Lemon, Grachkapas (a variety of cotton plant) etc. There shall also be fill up the gap plants between two intermittent plants like Mankachu (?) Arrowroots, etc.
Plants around the inner boundary walls of the plots: Two fruit trees (Tall growing) one forest tree, one drumstick, one flower tree. Intermittent and fill up the gap plants will be the same as above.
Plants along the front wall of the Plot No 1: (Where main gate is attached):
Two Svet Chandan on the both sides of the gate, then one Devdaru and one good variety of Champa (magnolia) one fruit devadaru one fruit plant, then again one Devadaru and so on there should be buganvelia or such type of climbing flower plants around the two posts of the main gate and on the a same.

Road Plants •.
There may be different clusters of Road plants on different roads and sub roads (both sides) maintaining proper symmetry,  Specimen are like the following:
Ordinary forest trees.
Forest trees but valuable for logs like Shall. Shimul. Segun, Shishu. Mehagni, etc.
Shade trees with thick branches like Kadam (Anthoseephalus cadamba) Braounia (?)
Medicinal trees like Neem, Haritkai. Drumstick
Devdaru
Fruit trees
Betel nut trees
Coconut tree (if soil is suitable)
Note: One specimen should be used for one road only example-suppose road trees are to be planted along a particular road according to the specimen. One Shishu tree on one side of the road to begin with, then same Shishu tree exactly on the opposite side of the road. Then plant Segun tree on the same side and on the opposite side of the road. Then plant Shimul, Shall tree in the similar manner and so on.

Sayar Plant
Trees on the surface area of the sayar-on two sides, there will be Shisu plants in several rows. On the other two sides there will be banana plants of good varieties.
Boundary plants (Along the four walls of the sayar) Coconut tree (One line only

Miscellaneous Plants
Shade plant (under the shade of trees in the horticultural gardens and in the sanctuary plots)-Turmeric, Ginger, Arraroots.
Creeper plants (on the boundary walls or around the big, trees). Black Pepper (Golmarich), Betel (Paan), etc.
Plants along the plot-dividers in the agricultural land-Gach Kapas, Arahar.

Note: To cut the trees in our Master Unit are without the replacement in proper manner and unless the particular tree is fully grown or matured is strictly prohibited.

Inter Cropping etc.
Some examples arc like the following:
Potato with cauliflower, cabbage, small spices like KALAJIRA, DMANIYA, MAORL etc.
Ground nut with Soyabeans' Ground nuts with til (oil seed)
Paddy-Aus with Radish
Pulse-Orat with Arhar
Maize with Arahar
Wheat with mustard seed or wheat with black grams or wheat with green peas.

Manuring
Soil test should be undertaken for each plot first to determine the exact nature of soil to know the deficiency of necessary ingredients in the soil. After this particular type or manner is to be decided. All types of organic fertilisers only are to be used in our MU like the following. Compost, biogas, sewery wastes from poultry farm, different types of organic mix, bio fertilizers, etc. In case of specific deficiencies and if so suggested by the experts, harmless chemical fertilizers may be used in a very limited way and for a strictly period.

Man Power
As per the direction of Rev. BABA there should be five more W.T. Workers in each MU apart from the Rector like the following:
Assistant Teacher (E.R.A.W.S.)
Farm Assistant
Industry assistant
Commerce assistant

It will be duty of the concerning department (Global and Sectorial) to create or post such workers in the MU. In the absence of the workers there may be LFT doing these jobs. Of course, LFT should always be there when the activities of the MU increase. Margiis giving 24 Hours time voluntarily in a MU like Purna Ka’lika Bandhu may be called Seva Suherid (Service Friend) who may be given duties of a specific type of work like Seva Suherid Agriculture, Seva Suherid Afforestation: Seva Suherid Educational Services. Time to time the margiis and the sympathisers of the surrounding area may be organised to give Srama Seva (Free Labour) to complete a particular work. For smooth and efficient management of the MU a Development committee should be formed comprising WT. LFT, local Margiis. Seva Suherid, etc.

Resource Modilisation
Efforts should be made from the very beginning to concentrate on the mobilisation of local resources instead of waiting for or depending on central finance or sectorial finance, etc. with whatever resources available, agricultural development activities should be started first which will act as support, base for the MU to grow gradually. We should be remember that we are lo begin in a humble  way.
Particularly this IS relevant for construction of building (school homes. etc). We should spend as less money as possible for such purposes (construction work except the boundary wall) in the beginning and more for development work. We should remember that almost all our MU are situated in village area or remote places. When there will be impressive activities in the MU assistance (financial) will automatically come. At later stage when there will be genuine need for several pacca buildings, we should look foward to several low cost house building schemes. Thus we should under take these works in conformity with the natural surroundings, feeling of the local people.
For example we may build houses with hollow bricks, mud bricks, etc. in consultation with experts, houses should be beautifully constructed as well as innovative and inspiring to others.
It is the duty of the rector and Dev. Committee to prepare a project along with the budget and approach to local financial sources with the dame. It is the most effective method of fund raising local authorities (Govt. & Non Govt.) should also be contacted for various assistance (strictly non conditional in nature) for schemes like sericulture, biogas, apiculture, afforestation programme, child and women welfare programmes, etc.
Actually after the gestation period or initial struggle period will be over, the income of the MU will move on steadily on the path of development.
To incur loan in any form or manner without the permission of the higher authorities is strictly prohibited.

Research Project
Along with the development activities at convenient stage or MU shall also take up various research activities for speedy or balanced growth, They will be like the following:
Non Conventional energy
Agricultural Research
Improved Seed
Harmless Fertilisers
Preservation Technique
Breeding or cross breeding of several plants
Aclimatisation of plants of different region
Medical Research
Microvita Researc
Research on industry
Economically viable products
Proper marketing facilities


Housing Facilities
Those (Non-W.T.) persons who will be working day and night for different projects in their MU should be provided with housing facilities at suitable places. Out side the periphery of the main project area. In this connection example of Ananda Nagar Global Master Unit is to be followed in true spirit. MU run by W.W.D., the existing rules as laid down by Rev. Baba should be obeyed.

Conclusion
Every body should remember that the mu is the most affectionate child of Baba. Who relentlessly pursued and struggled so hard for his mu Program since last four years upto the last holy moment of his Maha Samadhi. Therefore, it is and it will be ever remain as one of the compulsory and most sacred duty of all to develop and established Rev, Baba's mu in Ananda Nagar and in the entire world.
The MU authority should also work in coordinated-cooperation with person and institutions inside and outside our own fold.
